Technical & Vocational Training Clusters to Serve 3 Special Economic Zones in K-P

The initiative seeks collaboration with Government of China for strengthening Technical and Vocational Training Program for local technical manpower, in order to meet the demand of new Special Economic Zones (SEZs) of Khyber Pakhtunkhwa (K-P). For this purpose, about 10 KPTEVTA run institutes to serve 3 major SEZs of K-P will be reinforced with Chinese support.

Such collaboration will diversify KPTEVTA Technical Education and Vocational Training Program and align it with the demand and requirements of the Pakistani, Foreign companies – Chinese companies in particular.

Under the proposed venture, KP-TEVTA will provide 10 institutes or training facilities at key locations around important SEZ of K-P to the Chinese partnering organization, where the curriculum and courses will be modernized and aligned with the requirements of the industries operating in the SEZs. Chinese partnering organization will provide technical & management leadership and will run, operate and manage the institutes. After local capacity building for agreed period of the time in the functioning Institutes, the Chinese staff may be withdrawn. Technical and curriculum collaboration will continue.

The clusters of the Vocational and Technical Training Centres will be around (i) Haripur / Hattar / Mansehra alignment to serve the Hattar SEZ, (ii) around the Mardan / Nowshera alignment to serve the Rashakai SEZ and other SEZs in the Greater Peshawar Valley, and (iii) D I Khan / Karak alignment to serve the D I Khan SEZ and other SEZs in the south of KP.

The typical initial investment cost of such a project in the province stands around US$ 6 million, in which the interested partnering organization (preferably state owned agency of China) is expected to contribute about US$ 3.4 million.

This entire initiative is an attractive opportunity for Government of China to fulfil the objective of Shared Prosperity under CPEC. Furthermore, it will encourage and give confidence to more Pakistani, Foreign and Chinese firms to operate in Pakistan utilizing local manpower.

For facilitation of investors, K-P government has setup professional institutions like Khyber Pakhtunkhwa Board of Investment and Trade (KPBOIT) and Khyber Pakhtunkhwa Economic Zone Development and Management Company (KPEZDMC), and has also enacted business friendly Industrial and Investment Policies.
